OVERVIEW OF THE FUNCTIONS OF THE POST
The Municipality of León and the UNESCO Office in Mexico began a close collaboration since 2020 with the signing of the Framework Agreement between both institutions. This instrument allowed the implementation of the project to systematize the public social inclusion policies adopted by León during the six-year period 2015 – 2021, the result of a joint UNESCO-León project, of more than a year and a half of work, which has sought to help strengthen and improve the inclusive public policies of the Municipality.
Furthermore, in 2020, the Municipality of León joined the UNESCO International Coalition of Inclusive and Sustainable Cities – ICCAR, through its regional chapter, the Latin American and Caribbean Coalition of Cities against racism, discrimination and xenophobia, thanks to its efforts to strengthen inclusive responses to the needs of people in particularly vulnerable situations.
The systematization of public social inclusion policies points out the importance of inter-institutional articulation and transversality in municipal planning. The purpose of inter-institutional coordination was decisive in providing comprehensive responses to the needs of the most vulnerable groups, but it also allowed maximizing resources and giving rise to interdisciplinary work and joint learning between agencies. Derived from the recommendations that came out of the systematization, the municipality of León, through the Secretariat for Social Strengthening of León, created the “Fuerza León” program in 2022 to coordinate articulated actions between government agencies and civil society in order to promote and strengthen the social inclusion of the Leonese.
Derived from the systematization, collaboration between the Municipality of León and UNESCO has continued in the development of a battery of social indicators that allows monitoring and evaluating the programs implemented in terms of social inclusion. Likewise, in order to promote the important role that León plays in the inclusion of people with disabilities, an intersectional guide was built for the inclusion of people with disabilities in the cities of Latin America and the Caribbean.
The processes that were carried out during past collaborations resulted in UNESCO and the Municipality of León reaffirming their interest in collaborating in 2023 and 2024 to follow up on the strengthening of social inclusion in the municipality of León by accompanying the management and implementation of the Social Brigade, officially installed in 2022.

Consulting objective:
The objective of this consultancy is to strengthen and accompany the implementation of the Fuerza León program and its social brigade through the construction of a roadmap favoring the effective articulation and monitoring of its objectives in a comprehensive and systematic manner.

ACTIVITIES:
- Preparation of a roadmap that will include the identification of capabilities; framework of responsibilities; risk analysis; and monitoring and evaluation system through indicators.
- Analysis and systematization of good practices, as well as opportunities.
- Participate in the working and coordination group meetings that will be held within the framework of the project to share information and progress.
- Promote transversality and inter-institutional articulation and enhance intervention programs
- Provide tools and guidance for the proposal and development of the Fuerza León program.

Obligations of the consultant:
- Maintain fluid and constant communication with the coordination.
- Make clarifications and/or extensions or provide additional information that the Representation deems necessary to comply with the agreed products and activities;
- Grant UNESCO copyright, patents and any other intellectual property rights, in cases where these rights apply to the works and documents produced by the consultant within the funded contracts.

REQUIRED QUALIFICATIONS
Education
- Master’s degree in Sociology, Anthropology, Political Science, Public Administration and/or areas related to social sciences with verifiable knowledge in implementation strategies in social impact programs, as well as the design of public policies.
Work experience
- More than 10 years of experience in social impact programs in Mexico and/or Latin America and the Caribbean.
Languages
- Excellent knowledge of Spanish
- Intermediate level of English
